Rittman City Council Met in

A Regular Meeting

on Monday, March 8, 2010 at 7:00 p.m.

Members Present: Richard Lapehn, Bill Workman, Darrell Carey, Rick Hanlon, Lynn Beaumont and Glen Russell   

Members Absent:  None

Presiding:               Mayor William Robertson

Invocation was given by: Sister Joan Radar, PO followed by the Pledge of Allegiance.  

Approval of Minutes – February 22, 2010

Hanlon so moved, all Yeas on roll call and motion carried.

Citizens Forum – None

Old Business

a.            Ord. No. 7592 An Ordinance of the Council of the City of Rittman, Wayne and

Medina Counties and State of Ohio, Amending Chapter 993.01 of the Codified Ordinances, Rates and Declaring an Emergency. Third Reading. Ord. No. 7592 was read on third reading. Russell advised his no vote was for the reasons given in the first reading. Carey moved to adopt, upon roll call; Russell-No, Beaumont-Yes, Carey-Yes, Workman-Yes, Lapehn-Yes, Hanlon-Yes and motion carried.

            b.         Res. No. 7593 A Resolution of the Council of the City of Rittman, Ohio, Authorizing the Municipal Manager, to Pay the Assessment for the Rittman Community Improvement Corporations Portion of the East Ohio Avenue Paving Project. Third Reading. Res. No. 7593 was read on third reading. Carey moved to adopt, upon roll call; Carey-Yes, Hanlon-Yes, Russell-Abstain, Workman-Yes, Lapehn-Yes, Beaumont-Yes and motion carried.

New Business

a.                   Ord. No. 7594 An Ordinance of the Council of the City of Rittman, Wayne

and Medina Counties, Ohio, Amending Ordinance No. 7528, Pertaining to Water Meters. Three Readings. Ord. No. 7594 was read on first reading. Russell moved to suspend the rules and have second and third reading, all Yeas on roll call and motion carried. Ord. No. 7594 was read on second and third reading. Russell moved to adopt, all Yeas on roll call and motion carried.

            b.         Motion to Go Into Executive Session for the Purpose of Discussing the Purchase of Property for Public Purposes as well as for a Personnel Issue and a Union Issue and Invite the Law Director, the Finance Director, the Mayor and the City Manager. – 7:06 p.m. Hanlon so moved, all Yeas on roll call and motion carried.

            c.         Motion to Come Out of Executive Session – 8:26 p.m.

                        Russell so moved, all Yeas on roll call and motion carried.                    

City Manager’s Remarks

            City Manager Larry Boggs had no remarks.

Finance Director’s Remarks

            Finance Director Barbara Rissland advised included in the financial reports for February and she first looks at city income tax, which was slightly higher than last year. She advised looking at real estate taxes comparing this February to last February, they had an advance of about $140,000 so it appeared the revenue was up, but they didn’t know quite yet.

a.       Approval of Financial Report for February

Russell so moved, all Yeas on roll call and motion carried.  

Council Remarks

            Council Member Rick Hanlon had no remarks.

            Council Member Bill Workman thanked everyone for coming and invited all to come back.

            Council Member Richard Lapehn had no remarks.

            Council Member Lynn Beaumont had no remarks.

            Council Member Glen Russell thanked everyone for coming. He advised he received some complaints about a sidewalk not being cleared by the recreation center at Rotary Park tennis court at the curve of Saurer St. and Cheyenne Dr. Russell advised he believed that area was still city property and the kids walking to and from school had to walk in the street and it was a safety hazard. He advised the neighboring property owner clears the sidewalk to the edge of their property and the recreation center clears it past the back parking lot, but there was an area left untouched.

            City Manager Boggs advised he would speak to the Service Director and the Recreation Director regarding this issue.

            Council Member Darrell Carey had no remarks.

            Mayor William Robertson he had some copies of a brochure from the Wayne County Visitor’s Bureau, which included a map and a list of the events for the year if anyone was interested. He advised Shreve were having a special Migration Sensation outing on Saturday, March 27th and he had the information if anyone was interested.

a.       Approval of Vouchers 52730 thru 52830 Including Then and Now

Certificates Questions were asked regarding #’s 52749, 52784 & 52794. Lapehn moved to approve, all Yeas on roll call and motion carried.
